PIONEERING PARK OF XIUWU COUNTY
According to relevant national laws, regulations and Taiwan policies, these preferential policies are formulated by combining with practical conditions of Xiuwu County to accelerate the construction of Taiwan farmer pioneering park of Xiuwu County (hereinafter called as the park) and encourage Taiwan merchants and foreign investors to establish enterprises in the park.
Chapter I Infrastructure
Article 1 We will giver priority to the water, electricity, road and other infrastructural constructions inside the park listed in the special development program and actively strive for the central government, provincial and municipal governments’ projects, policies and funds support. The traffic transportation departments will firstly arrange traffic facilities construction based on the routes and stations while they plan, newly build or rebuild traffic lines inside the park. Electric power departments will specially carry out electric network planning inside the park and build the safe and stable electric network.
Chapter II Financial Support
Article 2 The municipal finance of Xiuwu County will retain special funds that are not less than 10 million yuan per year to support the infrastructural constructions, investment invitation and merchants attraction, scientific and technological training, lands transfer subsidy, hi-tech achievements transformation, payment of discount interest of projects inside the park, etc.
Article 3 Enterprises (with more than 10% Taiwan-funded stocks) will enjoy financial preferential policies by taking the actual counties or villages’ retentions of income taxes as basis since the date putting into operation and paying taxes. Enterprises with fixed assets investment between 50 million yuan and 100 million yuan (inc. 100 million yuan) will enjoy 50% local retention preferences in income taxes for four years; enterprises with fixed assets investment between 100 million yuan and 200 million yuan (inc. 200 million yuan) will enjoy 50% local retention preferences in income taxes for five years; enterprises with fixed assets investment between 200 million yuan and 500 million yuan (inc. 500 million yuan) will enjoy 50% local retention preferences in income taxes for six years; enterprises with fixed assets investment above 500 million yuan will enjoy 50% local retention preferences in income taxes for eight years; enterprises that obtained honorable title of national high & new technology enterprises will enjoy another two years’ preference besides the said 50% local retention preferences in income taxes. During the preferential treatment period, enterprises that enjoy local retention preferences in income taxes will get 10% rewards of local retentions once the locally retained parts of value-added taxes amount to 250,000 to 500,000 yuan; the rewards may be increased by analogy as rewards will be 20% of local retentions once the locally retained parts of value-added taxes amount to 500,000 to 1,000,000 yuan; rewards will be 30% of local retentions once the locally retained parts of value-added taxes amount to 1,000,000 to 2,000,000 yuan; rewards will be 40% of local retentions once the locally retained parts of value-added taxes reach over 2,000,000 yuan.
Article 4 Enterprises that obtained honorable titles of state-level and provincial agricultural industrialized leading enterprises will respectively get one-time rewards of 500,000 yuan and 200,000 yuan besides enjoying relevant supporting policies to the leading enterprises.
Article 5 Enterprises that obtained agro-product geographical indications, titles of pollution-free agricultural products and well-known agricultural products of Henan province will respectively get one-time rewards of 50,000 yuan, 30,000 yuan and 50,000 yuan.
Article 6 Enterprises that obtained honorable titles of state-level and provincial excellent (demonstration) Specialized Farmers Cooperatives will respectively get one-time rewards of 100,000 yuan and 50,000 yuan.
Chapter III Land Use
Article 7 We will give priority to the construction land use in the park. Local government will give priority arrangement to the park land use while compiling the whole county’s annual plan of construction land use. The production facility lands and accessory facility lands that directly applied for agricultural production can be controlled according to national agricultural lands policies without transacting land transferring approval procedures. Forestry authorities will firstly transact relevant procedures for lands occupancy of forestry projects carried out by forest business units.
Article 8 All productive enterprises inside the park will get the right of land use whose prices will be determined based on corporate fixed assets investment. For enterprises with fixed assets investment of 50 million yuan to 100 million yuan (inc. 100 million yuan), the part of land transferring price above 75,000 yuan/mu will be born by the municipal finance; for enterprises with fixed assets investment of 100 million yuan to 200 million yuan (inc. 200 million yuan), the part of land transferring price above 70,000 yuan/mu will be born by the municipal finance; for enterprises with fixed assets investment of 200 million yuan to 500 million yuan (inc. 500 million yuan), the part of land transferring price above 65,000 yuan/mu will be born by the municipal finance; for enterprises with fixed assets investment over 500 million yuan, the part of land transferring price above 60,000 yuan/mu will be born by the municipal finance.
Chapter IV Taxes and Expenses
Article 9 Enterprises in the pioneering park are not requested to pay charges for supporting facilities for urban infrastructure.
Article 10 Hi-tech enterprises that are set up by businessmen from Taiwan and are recognized by authorities as key hi-tech enterprises that need national support may apply for the rate of 15% for enterprise income tax.
Article 11 Taiwanese enterprises engaged in agriculture and raising of poultry and livestock in the pioneering park are allowed to pay power charges at the same price as that for agricultural production.
Chapter V Guaranty and Insurance
Article 12 Banks and other financial institutions are encouraged to innovate credit products, and agricultural guaranty companies are encouraged to provide load guarantee service for the enterprises.
Article 13 Policy-supported agricultural insurance will be provided to enterprises engaged in production of seeds, seedlings and other new breeds.
Article 14 Taiwanese Enterprises in the pioneering park will be given priority to enjoy policy-supported agricultural insurance. Greenhouses and other facilities invested by Taiwanese businessmen are put on the list of insurance; businessmen from Taiwan are encouraged to join life such insurances like rural small-amount life insurance, small-amount life insurance for migrant workers and employer responsibility insurance so as to lower business risk.
Chapter VI Public Service
Article 15 The administration of the pioneering park will offer “one-stop” service for any enterprise after it signs the investment contract so as to carry out all procedures for approval, annual examination and follow-up services.
Article 16 In case the children of Taiwanese businessmen and other external investors in the pioneering park need to go to school in Xiuwu County, they will be treated as local residents and no extra charges will be demanded.
Article 17 It is forbidden to designate construction team or insurer for the enterprises or force them to buy materials; it is strictly forbidden to violate the interests of the enterprises by any means; any project with an investment over 30 million yuan will be issued a plate of “Key Development Project”, and no organizations or individuals are allowed to exam, charge or punish them without permission.
Article 18 Any enterprise that introduces in national academicians will be awarded 200,000 yuan; any enterprise that introduces in national leading figures in key subjects or famous experts in certain industries will be awarded 100,000 yuan; any doctor’s degree holder or senior professional title holder who works in the pioneering park will get an allowance of 30,000 yuan per year; related organs will help experts included in the talent bank of the county to get their spouse’s job problem settled. Those experts will also get allowance from the government and have priority in housing guarantee.
Chapter VII Supplementary Provisions
Article 19 The enterprises referred to in this document are Taiwanese enterprises (including those with Taiwanese technology, brand and concept) in the pioneering park engaged in modern agriculture as well as supporting industries like produce processing, finance, insurance, logistics, training, consultation and technical service.
Article 20 Based on the principle of “One matter, one discussion”, the county government will offer special financial subsidies and favorable tax policies to enterprises of large investment, high technology content and good growth potential and those which can bring about development of more enterprises.
Article 21 Organizations or individuals from Hong Kong and Macao, overseas Chinese or external organizations or individuals engaged in agricultural investment in the pioneering park may enjoy the policies stated above after approval by related authorities.
Article 22 The office of the administration of the pioneering park is responsible to explain the policies of this document.
Article 23 The policies come into effect since the date they are announced.
