　　SEVERAL REGULATIONS ON SUPPORTING THE DEVELOPMENT

　　OF TAIWAN FARMER PIONEERING PARK

　　According to relevant national laws, regulations and policies, this regulation is formulated by combining with practical conditions of our city to accelerate the development of Taiwan farmer pioneering park (hereinafter called as the park) and build the park as the cooperative communication base, rural tourism base of ecological agriculture, new-type rural community demonstration base, modern agro-product processing base and agricultural technology demonstration base between Taiwan and Chinese Mainland as soon as possible.

　　1. Enterprises entry into Taiwan Farmer Pioneering Park refer to Taiwan-funded (inc. Taiwan technology, brand and concept) enterprises that engage in modernized agriculture and the matched agricultural products processing, finance, insurance, warehousing, logistics, training, consultation and technical services.

　　2. Pay great attention to the foundation of six functional areas namely Taiwan farmer pioneering service center, ecological leisure agricultural park, precision agricultural garden, high-efficiency agricultural park, agricultural products processing & logistics park and characteristic industrial demonstration zone.

　　3. Set up the special funds for Taiwan farmer pioneering park. Since 2013, Jiaozuo municipal financial department will increasingly appropriate special funds every year. Meanwhile financial department of Xiuwu County will invest 10 million yuan to support the development of Taiwan farmer pioneering park, which mainly includes the infrastructural construction of planning core area and agricultural products processing & logistics park, agricultural scientific R&D, construction of innovative platform, subsidy and rewards for land transfer.

　　Utilization and management methods for special funds of Taiwan farmer pioneering park shall be formulated jointly by Jiaozuo municipal development and reform department, municipal financial department and people’s government of Xiuwu County, and shall be carried out as approved by municipal government.

　　4. Encourage commercial bank, insurance company, Henan and Taiwan industrial development funds and Taiwan village and town banks, Taiwan 　agricultural insurance institutes to set up branch institute in Taiwan farmer pioneering park; support Xiuwu County to found the financing and investment platform, and serve to the infrastructural construction and park enterprises.

　　5. Encourage investment groups and other financing investment institutes to invest the park, guide the guarantee companies or enterprises to provide loans for the park; respectively provide 1.6% and 1% of annual guaranteed amounts as risk compensations to the guarantee companies who offer guarantee for production enterprises and agricultural trade enterprises.

　　6. Integrate funds to support the development of Taiwan farmer pioneering park. From 2013 we will integrate the projects funds that annually arranged by departments of development reform, financial, land resources, traffic transportation, agriculture, water conservancy, forestry, tourism, technology and agricultural machinery, to preferentially apply to the development of Taiwan farmer pioneering park other than former agricultural industrial development, high-standard fertile farmlands construction, agricultural technological demonstration, hi-tech R&D, land arrangement, agricultural comprehensive development, rural roads construction, water conservancy, electric power, rural tourism, construction of protection forest, etc. Encourage the private capital and foreign investment to the infrastructural construction of the park; for the productive infrastructural construction inside the park, we can abide by the principle of “first construction and then offering subsidy” while the subsidy amounts will be 5% of actual investment amounts.

　　7. Besides the current national preferential tax policies, enterprises exist above 10 years will enjoy the preferential policy of that, all local retentions of income taxes will be returned by the public finance.

　　8. We will exempt the productive lands that directly used for agriculture, forestry, animal husbandry and fishery from the urban land-use tax;

　　9. As the national rules specified, the park enterprises and individual business are exempted from registration fees.

　　10. Qualified enterprises that entry into the park can apply for the recognition of state-level hi-tech technology enterprises and enjoy the specified preferential tax policy.

　　11. The production facility lands and accessory facility lands that directly applied for agricultural production can be controlled according to national agricultural lands policies; lands occupancy for forestry projects carried out by forest business unit that has a certain territory shall be approved by forestry authorities of county or above-county level people’s government; other projects facilities constructions that need to transfer forest lands as non-forest lands shall be reported to obtain the examination procedures of construction lands; the land-transferring price for such lands applied to agricultural and sideline products projects as well as the intensive use of lands can be determined as 70% of minimum industrial lands price issued by Chinese government. Based on the general land use planning, the state-owned unused lands within urban construction scope can be transferred on the basis of 50% of minimum industrial lands price issued by Chinese government. Approved in accordance with the law, Taiwan-funded agricultural enterprises inside the park can pay the land-transferring amounts by installment with one year paying term and not less than 50% down payment. Municipal state-owned land resources department shall timely solve the lands demands based on investment project construction requirements, and then coordinate to supplement cultivated lands in accordance with national standard prices within the whole city.

　　12. For such construction projects need to occupy basic farmlands, the municipal land resources department shall arrange land planning to supplement basic farmlands demands according to relevant legal regulations. For such land-use projects submitted according to planning, the municipal land resources department shall actively obtain the superior departments’ approval.

　　13. Agricultural authorities shall support the enterprises of Taiwan farmer pioneering park to invest agricultural breeding projects via undertaking and transferring mode. The period of land-use right is five to thirty years, which can be extended at the expiration date.

14. The traffic transportation departments shall firstly arrange traffic facilities construction while they plan, newly build or rebuild 　　traffic lines inside the park, strengthen the effective connection with surrounding superior highways; actively apply for subsidy funds to construct the state, provincial, county and village roads inside the park; according to the park demands as well as the order of priority principle of phased implementation, the municipal and county financial departments shall assure sufficient facilities inside the park, and firstly arrange shift bus to the personnel compact areas.

　　15. The prices for productive and operative water, electricity and gas utilizations shall be preferential and the administrative fees shall　be collected according to the minimum standards regulated by the state, province and city.

　　16. Support enterprises inside the park to apply for the state-level and province-level agricultural industrialized leading enterprises and then enjoy relevant preferential policies.

　　17. We will reward one million yuan to such leisure tourism agricultural enterprises that successfully establish a landscape area with state AAA-level. Support Xiuwu County to apply for national leisure agriculture and village tourism demonstration county.

　　18. Support Taiwan agricultural service institutes to enter into the Taiwan farmer pioneering park. For such institutes enter into the park, we will respectively reward 50,000 to 500,000 yuan subsidy for their infrastructural construction.

　　19. For the key investment projects of the park enterprises, we will adopt the mode of “discussion for each case” to solve construction and business problems.

　　20. Support the Taiwan farmer pioneering park to build high-level agricultural products quality inspection center, “three-agriculture (namely the agriculture, rural areas and farmers)” service center, agricultural products logistics trade center, new technology and new product R&D promotion center, training center and Taiwan agricultural product exhibition center.

　　21. Agricultural authorities shall support the Taiwan farmer pioneering park to apply for the superior province-level demonstration projects, bases and upgrading activities.

　　22. Give priority to the qualified enterprises to apply for the titles of the famous trademark of Henan province and Chinese well-known trademark, as well as the well-known brand of Henan, provincial governor and mayor quality award. Respectively reward one million yuan to such enterprises obtained the title of Chinese well-known trademark and the honors of provincial governor and mayor quality award. Reward 500,000 yuan to such enterprises obtained state-level “abiding by the contract and credit” honors; 150,000 yuan to enterprises won the titles of famous trademark of Henan province and national organic foods signal; 100,000 yuan to enterprises obtained national organic foods signal; encourage enterprises to create export brands and send proper subsidy to enterprises obtained provincial and ministry export brands.

　　23. Support the enterprises to apply agricultural high & new technology with independent intellectual property rights and products transformation projects for agricultural scientific achievements transformation funds; reward the R&D, promotion center or institute obtained state or provincial recognitions according to relevant regulations. Support the Taiwan farmer pioneering park to introduce and promote new Taiwan agricultural technology, new varieties, new pesticide, new fertilizer and new agricultural machinery.

　　24. Strengthen the talent training. Engage Taiwan well-known experts to develop academic communications in our city; support our agricultural scientific and technological personnel to have an investigation, communication and study in Taiwan and other parks; municipal human resources and social security departments shall provide talent, employment, intelligence, training, social security and labor rights protection services for the construction of Taiwan farmer pioneering park.

　　25. Taiwanese, who purchase house property, have an employment, study or engage in education, scientific research, culture, health and sport communications in our city, will apply for a residence visa and enjoy the same treatment with citizens; their children have the right to study in municipal and county public schools by enjoying the same treatment with local students.

　　26. The administrative committee of Taiwan farmer pioneering park is allowed to directly submit projects to relevant authorities and transact relevant procedures, provide free time-limited “one-stop” service as well as labors and lands guarantee for enterprises inside the park.

　　27. We will send special rewards for institutes and individuals who make great contributions to the park.

　　28. All concerned municipal departments and people’s government of Xiuwu County shall formulate concrete implementation methods according to this regulations.

　　29. This regulation shall be executed from the publication date.
